English Abstract
This paper proposes an integrated robust planning strategy for coupled power and drainage networks (CPDNs) with photovoltaic penetration to prevent and defuse increasingly frequent waterlogging risks under rainstorm disasters. The proposed strategy identifies the optimal investment portfolio of fixed and mobile emergency resources for power supplies and rainwater drainages, by considering the cross-regional co-allocation of essential emergency resources and the limitation of emergency resources within the disaster region. The mutual emergency assistance of power distribution networks (PDNs) and underground drainage networks (UDNs) is optimally implemented to minimize the worst-case load curtailment caused by flooding through regional self-rescue and cross-regional collaborative rescue with diverse emergency resources. Based on the principle of Cellular Automata, a waterlogging vulnerability assessment model of coupled PDNs and UDNs is developed to locate the vulnerable photovoltaic generations and power distribution facilities under compounding impacts of topographic and rainfall variations. Furthermore, a tailored solution method combining nested column-and-constraint generation algorithm with multiple linearization techniques is presented to reduce the computational burden of the proposed nonlinear planning optimization problem for coupled PDNs and UDNs. Comparative results have been conducted to demonstrate the effectiveness of the proposed strategy in the resilience enhancement of CPDNs against waterlogging disasters.
